Being a Supervisory Law Enforcement Specialist (Instruction) makes you a valuable member of the FLETC team and mission in the Core Training Operations (CTO) Directorate. You will serve as the Deputy Assistant Director (DAD) for CTO. The CTO is the principle organizational element of the FLETC with responsibility for developing and delivering law enforcement training at Glynco, Georgia and at in Artesia, NM. Typical assignments include:
Serving as the Deputy Assistant Director for CTO and responsible for developing and delivering law enforcement training. Promoting cohesive and unified integration of the FLETC's law enforcement training while providing direction, planning, management, and coordination of activities directly supporting the mission of the FLETC across all training delivery points. Providing supervision and senior management oversight over the Driver and Marine Division, Enforcement Operations Division, Firearms Division, Physical Techniques Division, and the training delivery point in Artesia, NM. Maintaining total operations control of programs conducted to ensure delivery of high quality law enforcement training while managing multi-million dollar budgets through the use of sound and proper budgeting and accounting practices. Providing confidential counsel and recommendations on a variety of law enforcement training topics to the Assistant Director (AD), CTO, and other senior managers by researching and staying current on these topics. Overseeing management of training development and delivery for CTO by ensuring compliance with FLETC policies and procedures. Providing participative leadership to the entire CTO program while being ultimately accountable to the AD for determining and steering toward the future direction of law enforcement training. Maintaining a wide variety of senior level and law enforcement contacts at both the policy and training levels for over 90 participating Federal agencies and law enforcement organizations. Participating and/or leading in the development of FLETC responses involving partner organizations' program and policy decisions as well as a variety of other mission-critical matters. Establishing and maintaining contacts with universities, scientific institutions, professional organizations and other education and training institutions to negotiate exchanges of information and materials of mutual benefit to the improvement of the instructional process; and making frequent contacts with community and special interest groups to professionally represent and further the mission of the FLETC. The qualification requirements listed below must be met by the closing date of this announcement. SELECTIVE PLACEMENT FACTOR:
In order to be considered for this position you must:
A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR- B. Have held a federal civilian position in the 1801 occupational series. In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to the GS-14 grade level directing, planning, administering, managing, and evaluating law enforcement training programs and/or law enforcement operations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position. Transfer Requirement for CSRS:
To be eligible for secondary coverage, an employee must:
o Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND o Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988. Transfer Requirement for FERS:
To be eligible for secondary coverage, an employee must:
o Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND o Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; AND o Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause). The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Time-in-Grade:
Current and former GS federal employees must have served 52 weeks at the GS-14 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement. Physical Demands:
The work requires mobility and moderate to heavy travel. Work Environment:
Normally the work involves everyday risks or discomforts which require normal safety precautions typical of such places as offices, meeting rooms, etc. A greater amount of risk is involved in domestic and international travel, which requires, at times, extraordinary precautions.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
