Being a Law Enforcement Specialist (General Investigative Skills Instructor) makes you a valuable member of the FLETC team and mission. This position is located in the General Investigative Skills Branch (GIS), Investigative Operations Division (IOD), Technical Training Operations Directorate, Federal Law Enforcement Training Centers (FLETC), Glynco, Georgia. You will serve as an instructor which involves planning and conducting classroom, laboratory, and/or field instruction sessions as part of the General Investigative Skills Branch (GIB) training program. Typical assignments include:
Exercising a high degree of judgment when interjecting personal experiences into the structured training program to supplement and expand instruction while staying within the content of the lesson plan. Using life experiences from law enforcement to enhance course content and respond to student questions. Using the latest guidance and research concerning law enforcement operations related training methods and technology. Delivering assigned courses of training and adhering only to the broad course objectives prescribed by management. Participating in developing and/or revising lesson plans and analytical processes involved in the development and delivery of training courses. Participating in ad-hoc committees made up of representatives of the FLETC and other agencies concerned with investigative training policies and academic requirements. Coordinating activities with other members of the instructor teams composed of FLETC representatives as well as individuals and representatives from partner Federal agencies. Assisting other divisions with their training objectives to ensure consistent program delivery The qualification requirements listed below must be met by the closing date of this announcement.SELECTIVE PLACEMENT FACTOR:
In order to be considered for this position you must:
A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of federal, state, local, tribal, or military criminal laws; -OR-B. Have held a federal civilian position in the 1801 occupational series. In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service performing the following:
1. Conducting and/or managing complex law enforcement investigations. In addition, as a result of conducting Federal law enforcement investigations, the applicant must have experience in at least three of the following general investigative skills and operational investigative techniques:
Federal case management; identifying, collecting, and preserving evidence; report writing; operational planning; handling informants; conducting surveillance; performing undercover operations; interviewing victims, witnesses, and suspects; assisting prosecutors with Grand Jury and/or other court proceedings; testifying under oath; and serving Federal search and seizure warrants. OR 2. Researching, developing, modifying, and instructing law enforcement training curriculum in the general Federal investigative skills topical area.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Note:

To be eligible for secondary coverage, an employee must:
o Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; ANDo Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.Transfer Requirement for FERS:
To be eligible for secondary coverage, an employee must:
o Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND o Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; ANDo Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
