Assistant Chief, Environmental and Safety Division

This position is located in the Environmental and Safety Division (ESD) within the Mission and Readiness Support Directorate (MRSD). As an Assistant Chief you are a valuable member of the FLETC team and mission. In this position you are responsible for managing Environmental and Safety programs, which requires planning and oversight of programs at the FLETC facilities in Glynco, Georgia; Artesia, New Mexico; Charleston, South Carolina; and Cheltenham, Maryland. Typical duties include:
1. Approving training and travel requests as a first level supervisor; maintaining discipline; counseling employees; developing position descriptions and work/performance plans; resolving grievances and complaints; and selecting, promoting, cross training and reassigning personnel as necessary. 2. Developing and implementing procedures and internal controls and managing the assignment of work, and personnel to ensure equitable utilization of resources and distribution of work. 3. Serving as a primary environmental and safety manager for FLETC. Responsible for the administration of the complex and large-scale FLETC environmental and safety programs, with managerial functions that include:
program planning and priorities; policy development; program structure; oversight of program execution; personnel management; budget management; communications; training; contracting; resource requirement identification and allocations, etc. 4. Establishing and managing the Occupational Safety and Health Administration (OSHA) programs at all FLETC facilities. The OSHA programs encompass all FLETC activities and operational disciplines, including both law enforcement training activities and the administrative and industrial support activities of law enforcement training. These programs ensure that existing and new training requirements, policies, and procedures mandated by the FLETC Training guidelines are present and that law enforcement training activites meet the spirit of appropriate laws, rules, and regulations. 5. Overseeing the conduct of risk assessments, evaluating occupational safety and health risks per the Risk Assessment Code (RAC) standards established by the American National Standards Institute (ANSI). When imminent danger conditions are encountered, the position, or the designee, remains on the scene and ensures immediate corrective action of unsafe conditions. The position may need to use extensive persuasion to obtain cooperation in some workplaces because of sensitive labor-management relations. Formulates procedures, controls, and methods that minimize economic impacts and operational impacts from OSHA requirements and risks. 6. Attending and making presentations at professional meetings and conferences. You will serve on and/or represents FLETC as a member of organizations, councils, committees, boards, etc. 7. Maintaining state-of-the-art awareness of requirements and techniques pertinent to FLETC environmental and safety issues and conducting research efforts in those areas as needed. The qualification requirements listed below must be met by the closing date of this announcement. You must possess at least one year of specialized experience equivalent to at least the GS-13 level in the federal service which demonstrates experience evaluating environmental and safety programs which includes experience in developing, coordinating, and implementing environmental and safety policy and strategic planning documents, procedures, standards, and risk management guidelines; and execution of environmental and safety programs, to include monitoring compliance with federal, state and local regulations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Current and former GS federal employees must have served 52 weeks at the GS-13 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must also be aware that, like social security benefits, their FERS annuity supplement is subject to an earnings test and may be reduced if the salary earned is more than the social security exempt amount of earnings. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
