WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management & Program Analyst, you will be responsible for accomplishing various programs relating to substantive, mission-oriented goals of Criminal Investigation. The complex programs involve systems or issues and have impact on multiple CI locations and/or organizations. In this role, you will coordinate with employees and managers in all affected areas within the Service and with individuals and organizations outside the Service. Specifically, you will be responsible for Part 9 of the Internal Revenue Manual (IRM) to include but not limited to overseeing the development, authoring, maintenance, clearance, and printing of CI's IRM. You will serve as liaison between the subject matter expert(s) (SMEs) and the Internal Management Documents (IMD) Coordinator; provide support to the IMD Coordinator on IRM issues and serve as the point of contact for the CI HQ-SMEs. You will assist the IMD Coordinator in maintaining the CI IMD Web page and will provide IRM Part 9 background files to the IRM library for posting to the IRS historical files web site.As a Management & Program Analyst you will:
Meet with employees, analysts, managers, and executives within Criminal Investigation and the Service to define the overall goals and objectives of the CI IRM program. Direct, plan, and coordinate complex analyses of planned or proposed CI IRM programs, projects or processes which consider factors such as:
impact on customers, other programs and policy and procedural changes, staffing, training, and support requirements, risk factors, costs and available alternatives. Demonstrate an extensive knowledge of applicable programs, procedures, rules, IRS policies, regulations, and other research materials and tools. Stay current with the business of the organization in order to identify activities likely to affect the program areas and provide specialized technical advice, guidance or training as appropriate. Establish a system to review, control, and report on program status; Monitor program status and adjust work plans for program accomplishment. Conduct in-depth analyses of program data, requirements, and impact; identify problem areas and determine how to resolve them; prepare agency directives, memoranda, service-wide policy statements, and other written guidelines and recommendations relating to the program. Conduct briefings and prepare comprehensive reports to keep managers and executives advised of the program's plans and progress and to communicate findings and recommendations. GS-13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes knowledge and accomplishment of program assignments that required a range of analytical and evaluative methods and techniques, both qualitative and quantitative and /or organizational principles to accomplish complex studies and projects of broad scope. You must also demonstrate comprehensive knowledge of pertinent laws, policies, regulations, IRM, functional directives, instructions, and guidance and all National Office written deviations. Knowledge of IRS mission, functions, and organizational structure and extensive knowledge of functional programs, operations, and processes; and the ability to communicate effectively both orally and in writing.- The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume. You must have been at the next lower grade level of the grade you are applying to for 52 weeks (time-in-grade requirement).

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
