WHAT DOES A HUMAN RESOURCES DEVELOPMENT SPECIALIST DO? As a Human Resources Development Specialist, you will serve in the course development or delivery group section at the National Criminal Investigation Training Academy (NCITA), which is a residential and nonresidential training facility for IRS Criminal Investigation's employees. You will be assigned to one of the Academy's subparts responsible for evaluating training needs; consulting with management about those needs; designing employee development and training programs for law enforcement and non-law enforcement employees in Criminal Investigation nationwide; and perform administrative, evaluative, or technical work. As an Human Resource Development Specialist you will:
GS-13 Level:
Provide advisory services to CI's top level management related to employee training, education and development matters within CI for a broad spectrum of training needed by law enforcement officers and their support personnel. Provide comments and guidance on major proposed legislation, policies, and directives affecting CI's employee development programs. Provide expert advice and consultation services to all managers and employees in CI. Formulate and evaluate major facet(s) of CI's training programs involving major departures from precedents and established procedures. Develop guidelines, instructional methods, course materials, training aids, and new or improved applications of educational tech ology for use in CI's employee development programs. Conduct training needs assessments, performance analysis and skills assessments for technical, professional, managerial and administrative functions. Develop criteria, standards, and guidelines for evaluating training programs and instructors. As appropriate, instruct employees at the NCITA in specific tasks and job techniques and make available written instructions and reference materials based on the latest developments and applications in the field of employee development and training, and provides on-the-job training to new employees. You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
experience that demonstrates comprehensive knowledge of the IRS mission, organizational structure, and functions and in-depth knowledge of the objectives, internal management policies, and functional responsibilities of CI in order to analyze and research CI initiatives and to be significantly involved in the development, modification, and delivery of training programs and courses for non-1811 CI employees at all levels and for entry level criminal investigators. Experience in applying complex principles, methods, practices, and techniques of training and development in order to design, evaluate or revise training systems, materials, aids, and methods for non-1811 CI employees at all levels and for entry level criminal investigators; and to evaluate the impact these, practices, techniques, methods, etc. have on training failure rates, morale problems, employee turnover, etc. Experience using and applying analytical and evaluative techniques to conduct studies, analyze findings and make recommendations on substantive operating programs. Experience researching evolving trends and developments in the employee development and training field and applying that knowledge where changing or new circumstances affect specific situations and require approaches of adjustments in methods from those in existence in order to serve as a resource consultant to all levels of management. Experience applying and using project management techniques and resource management covering CI nationally to facilitate work within the team environment. Experience applying oral and written techniques to prepare reports, administer training, and provide guidance and assistance to all levels of managers and employees at the NCITA.-The experience may have been gained in the public sector, private sector or Volunteer Service. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
