Program Analyst

Being a Program Analyst makes you a valuable member of the FLETC team and mission. This position is located in the International Training Division (ITD), NCR Training Operations Directorate, FLETC. The position will either be filled at the Cheltenham, MD or Glynco, GA duty location. You will assist the NCR management team by performing administrative, analytical, and management support duties to ensure the accomplishment of the FLETC and NCR mission. Typical assignments include:
Providing advice and recommendations on all matters relative to the coordination, integration, and synchronization of staff actions, events, and activities personally affecting and involving the Division Chief (DC). Analyzing work processes, conducting special studies, and evaluating program operations to identify problems, inefficiencies, and potential problems. Developing recommendations for solutions and implementing new or modified guidelines of operations. Coordinating budget formulation, execution, and evaluation processes. Preparing annual spending plans; analyzing and recommending adjustments to budget line items and requesting additional funds as needed. Managing staff assignments, determining status, prioritizing events, and providing comprehensive oral or written status briefs to the DC. Developing briefings, talking points, synopses, and presentations in final form for the DC and TOPS/NCR staff. Coordinating draft presentations with members of staff to ensure that changes have been incorporated before presentation to members outside the office. Consulting with staff principals to determine and correct inaccuracies or inconsistencies in relevant documents, and recommending additional coordination and possible solutions to action officers. Experience:
You qualify for the GS-11 grade level if you possess one of the following:
A. One year of specialized experience at least equivalent to the GS-09 level in the federal service performing analytical, administrative, and management support functions such as, reviewing and editing correspondence; proposed policy statements; reports and directives; researching and analyzing historical files; making travel arrangements; serving as a government purchase card holder; advising management on administrative functions; and organizing the flow of administrative clerical processes. -OR- B. A PH.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a doctorate or an LL.M that is related to this position. -OR- C. A combination of graduate education and specialized experience. Only graduate education beyond the first 36 semester hours will be combined with the specialized experience. Current and former GS federal employees must have served 52 weeks at the GS-09 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office. Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases. FERS retirees receiving a FERS annuity supplement must be also be aware that, like social security benefits their FERS annuity supplement is subject to an earning test and may be reduced if the salary earned is more than the social security exempt amount of earnings. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
