Law Enforcement Training Advisor

Being an Law Enforcement Training Advisor makes you a valuable member of the FLETC team and mission. This position is located in the Office of the Associate Director for Training Operations (TOPS), Training Management Operations Directorate (TMO), E-Learning and Innovation Division (ELD), Training Content and Development Branch (TCD) You will be responsible to provide divisional advice and guidance concerning training, training programs and training trends, methods, and processes. Typical assignments include:
Researching emergent law enforcement mission requirements, law enforcement training requirements, emergent law enforcement operational technologies, and emergent training and educational technologies. Identifying common themes and issues and proactively identifies training changes necessary to be adaptive and responsive to changed conditions regarding law enforcement training requirements on national, international, and government wide levels. Researching emergent law enforcement operational technologies. Assessing national and international changes in technologies used in crime and the deterrence of criminal and subversive activities, and reviewing training content for possible integration into courses and programs. Providing divisional advice and guidance concerning training, training programs and training trends, methods, and processes. Participating in the research, development, evaluation and administration of law enforcement training courses and programs within the training division. Providing advice to the division on law enforcement topic specific trends, training methods, and identifying training gaps for potential development by subject matter experts in order to meet the needs of the law enforcement community. Serving as the division expert and the primary point of contact for the Training Management Operations Directorate (TMO) program specialists engaged in the processing of requests for the development, design and the updating of training specifically designed to meet agency specific needs. Working directly with the TOPS and the Partner Organizations (PO) to analyze job tasks, identify training objectives and evaluate the effectiveness of facility and equipment resources to achieving training needs. Assessing agency requests that could result in variations in approach, and incomplete or conflicting data for impact on instruction modules and entire programs and satisfactorily resolves these complex and often competing concerns. Representing the division management at interagency committees, conferences and similar working groups. Providing advice and guidance to division management on issues pertaining to a wide variety of topics regarding FLETC's policies and law enforcement training needs. Serving as an instructor and/or evaluator for divisional courses to ensure content is delivered consistent with course methodologies. The courses taught cover subject matter involving highly complex law enforcement techniques, operations and issues. Managing the classroom and the students consistent with the FLETC's instructional standards, evaluating performance and providing instructional feedback consistent with student centered learning methodologies. You must be able to maintain FLETC instructor certification requirements. The qualification requirements listed below must be met by the closing date of this announcement. SELECTIVE PLACEMENT FACTOR:
In order to be considered for this position you must:
A. Possess experience as a sworn law enforcement officer or agent with full arrest authority in the prevention, detection, apprehension, detention and/or investigation of felony and/or misdemeanor violations of Federal, state, local, tribal, or military criminal laws. -OR- B. Must have held a federal civilian position in the 1801 occupational series. -AND-SPECIALIZED
Experience:
In addition to the Selective Placement Factor, you must possess at least one year of specialized experience equivalent to at least the GS-12 grade level in the federal service providing expertise in the planning, development, evaluation and/or delivery of law enforcement training programs. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE:
Current FLETC GS employees must also have served 52 weeks at the GS-12 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement. Note:
Secondary Administrative Law Enforcement Officer retirement coverage is being offered for this position.Transfer Requirement for CSRS:
To be eligible for secondary coverage, an employee must:
o Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; ANDo Be continuously employed in a secondary position since moving from a primary position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause) and/or voluntary breaks in service that began prior to January 20, 1988.Transfer Requirement for FERS:
To be eligible for secondary coverage, an employee must:
o Transfer without a break in service exceeding 3 days directly from a primary position to a secondary position; AND o Have completed 3 years of service in a primary position, including any such service during which no FERS deductions were withheld; ANDo Be continuously employed in a secondary position since moving from a rigorous position; except a break in employment in secondary positions that begins with an involuntary separation (not for cause).The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
