Responsibilities Serving as a Management Analyst makes you a valuable member of the FLETC team and mission.
This position is within the Office of Public Affairs (OPA) under the Director's Office (DO) and located in Glynco, Georgia.
The Management analyst is responsible for serving as the technical consultant for administrative and management analysis functions throughout the Office of Public Affairs (OPA).
Typical work assignments include:
Collaborating with OPA staff in identifying, analyzing, developing and enhancing business operational processes, procedures and practices that offer clarity, consistency and efficiencies to OPA.
Examining communications and correspondence addressed to OPA to determine which matters can be addressed by the position or those that require the principal's personal attention and refers accordingly.
Screening all correspondence to ensure supporting materials are included, and ensuring all correspondence complies with established procedures and governing style guides.
Facilitating the publication and processing of OPAs administrative policies and procedures and coordinating with other directorates.
Performing budget activities including the production and maintenance of correspondence, files, records, and other documentation.
Interpreting program and budget directives, formulating instructions, and ascertaining that OPA operating elements understand the relevant directives.
Monitoring the execution of the budget with different sources of funding.
Developing recommendations for programming and budgetary adjustments to support unanticipated changes in program operations and funds that require approval of officials at higher echelons.
Serving as a Contracting Officer's Representative (COR) for OPA contracts.
Assisting management in developing and identifying near and long-range acquisition and business plans to identify, staff and coordinate OPA service contract requirements.

You qualify for the GS-11 grade level if you possess one of the following:
One year of specialized experience equivalent to the GS-09 grade level in the federal service administering diverse projects; conducting detailed analyses of functions/work processes; making recommendations for improvement in the effectiveness and efficiency of work operations; and preparing programming/budgetary projections.
; OR Successful completion of a Ph.
D.
or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.
D.
degree or LL.
M.
Education must be directly related to the work of the position to be filled.

Current and former GS federal employees must have served 52 weeks at the GS-09 grade level in the federal service.

In order to qualify at the GS-12 level, you must possess the following:
One year of specialized experience equivalent to the GS-11 grade level that demonstrates the ability to provide technical, administrative, analytical, and evaluative support in the areas of program budgeting and execution, resource allocation/utilization, scheduling and calendaring, developing briefing materials, and managing correspondence.
Time-in-Grade:
Current and former GS federal employees must have served 52 weeks at the GS-11 grade level in the federal service.

Physical Demands:
The work is basically sedentary with occasional requirements to lift/move objects (supplies) weighing up to twenty (20) pounds.
Work Environment:
The work is primarily performed in an environmentally controlled office setting, with frequent interruptions and sometimes stress-inducing time/workload demands.
Re-employed annuitants' annual salaries will be reduced by the amount of their retirement annuity and by further cost of living increases.
